The Pacific Catastrophe Risk Assessment and Financing Initiative (PCRAFI) insurance program provides sovereign climate and disaster risk insurance to member countries in the Pacific region. Its primary objective is to provide a quick injection of cash to help participating governments deliver relief efforts, as quickly as possible, after a disaster.
Following a successful pilot phase, the governments of Germany, Japan, the United Kingdom, the United States and most recently Canada have provided generous grant support towards the establishment and capitalization of the Pacific Catastrophe Risk Insurance Company (PCRIC), through a Multi-Donor Trust Fund managed by the World Bank.
PCRIC, which was established as a captive insurer, is owned by the PCRAFI Foundation (PCRIF), controlled by beneficiary countries as well as donor countries. The Company is managed by a CEO and Board of Directors, comprised of experts in the field of insurance and disaster risk financing in the Pacific Region.
Assignment Description
The PCRIC is requesting the services of a Marketing & Communications Firm to support the implementation of PCRIC’s Marketing and Communications Strategy and to also support the PCRIC in increased visibility and communication, including the planned relaunching of the company (potentially during or coinciding with a major global or regional event like COP27 or FEMM22).
The PCRAFI insurance program is a complex program with a range of objectives, varied stakeholders with different roles, interests and familiarity with Disaster insurance and disaster risk financing. Whilst PCRIC does not deal directly with the wider public, in promoting its role with PIC governments it does need to ensure that there is a wide understanding and support for its work. The Pacific population is relatively unfamiliar to insurance and some target groups have limited access to internet, radio, TV, and other regular communication channels.

Selection requirements
This activity is identified as a firm-based activity, however it is anticipated a lead consultant within the firm will be the main point of contact with PCRIC. Both the credentials of the firm and the experience of the contractors who will be involved will both be considered in the evaluation of a preferred candidate
The selected contractor should have extensive experience, at least 10 years’ in advisory on political communication, preferably with an international and regional organisation, and on training and capacity building in a development country context;

Payment Schedule
Payment for this assignment will be on a Lump Sum basis. The maximum budget for the entire assignment is US$150,000 (including disbursements for media spend, travel and other items).
Payment schedule will be agreed based on the agreed workplan and payments will be linked to the acceptance of main outputs and deliverables on a regular basis. Payments will be made in conjunction with regular invoices and acceptance of a deliverable acceptance report by the company relating to each main deliverable
Management
The firm will work alongside the PCRIC management and will provide the deliverables to the Chairperson of the Board via the CEO.
The evaluation of results will be based on the quality of work and the timely submission of the final outputs in line with the requirements.
All information pertaining to this assignment belong to PCRIC, which the firm may come into contact within the performance of the assigned duties under this assignment shall remain the property of PCRIC that shall have exclusive rights over their use.
All materials developed by the firm on behalf of PCRIC shall also remain the property of PCRIC and can only be used if permission is sought in writing.
Potential for future work
There is a possibility for future work as the need arises and if additional funds become available. The scope of this future work is expected to be similar to the work conducted under the current assignment, but may be revised in the light of the priorities of the organization and results of the program. Furthermore, the continuation of the future work with the winning firm for this present activity would depend on the firm’s satisfactory implementation of this assignment.

The procurement method for this activity follows the World Bank procurement regulations for “Individual Consultant Selection”. EOI’s should provide enough information to allow the individual most qualified for the job to be identified, but full costing or details of the activity are not required at this stage. PCRIC will then invite the preferred candidate to submit a technical/financial proposal for negotiation.

It is not necessary to provide a detailed proposed approach or fee as part of the EOI. A shortlist will be identified, and interviews held, and the preferred candidates will then be asked to present a technical and financial proposal for services.
